it depends on what you mean by artificially...many investors want to have oil represented in their portfolio, so they buy oil contracts on the futures market, or buy a fund that does so...this creates demand other than what is actually being used by refineries...this article explains in detail how it happens...

no the oil andgas prices are not artificially high. due to recession, government has stabilised the prices
